Three U.S. federal judges have ordered California authorities to evict more than 40,000 inmates in state prisons are so overcrowded as to violate the constitutional rights of prisoners. The precarious health care that appears to receive the convicts are behind this judicial ruling which says that overcrowding has resulted in avoidable deaths of some residents and the lack of space has forced prison gyms become barracks and install bunk beds in the hallways.
